Ambassador Dr. Emmanuel R. Fernandez is a career Filipino diplomat serving as the Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to the Islamic Republic of Pakistan. He presented his credentials to the President of Pakistan in May 2025, marking the beginning of his current tenure where he focuses on strengthening bilateral relations, regional cooperation, and people‑to‑people ties between the Philippines and Pakistan.
With more than 25 years in the Philippine Foreign Service, Ambassador Fernandez has held key diplomatic positions across Europe and Asia, including roles as Deputy Head of Mission and Consul General in Singapore and Spain, and earlier postings in Jordan and Italy. He has also served in senior leadership roles at the Department of Foreign Affairs in Manila, including as Deputy Assistant Secretary and Executive Director for strategic offices.
His academic background includes bachelor’s degrees in philosophy and theology, a master’s in communication from Ateneo de Manila University, and a Ph.D. in sociology from the University of the Philippines Diliman. Ambassador Fernandez has also completed executive programs at prestigious institutions such as the Lee Kuan Yew School of Public Policy (National University of Singapore), the Asian Institute of Management, and Boston University.
He is recognized not only for his diplomatic service but also for his contributions to scholarship and writing, having authored and co‑edited several published works.
