What happens when Filipino middle-class earners make too much to qualify for ayuda but still struggle with rising living costs? Krisian Gapuz discusses financial planning, government assistance, and practical ways to build a more secure financial future.
Krisian: The programs that the government is implementing sa Pilipinas is not for everyone. As leaders, we should be thinking about the whole country and everyone in it. Anong class ka man. I’m Krisian Gapuz and a financial wealth manager or financial coach or advisor. Basically, I want to talk about which I feel na problema ng karamihang Pilipino is they do earn and they do want a better future, a better financial future. It’s just that they don’t know how to do it.
Philippe: I saw a post which is very interesting. The middle class sits in between earning just enough to be disqualified from Ayuda.
Krisian: Yes, that’s true.
Philippe: Yet still struggling with rising cost of living. Too rich for assistance but not rich enough to feel secure. That hit hard.
Krisian: And nakita ko sa Singapore, I mean, everyone is paying tax pero kasi may nangyayari. Whether you are an average income earner or mayaman ka, unlike here wala eh. Hindi kaya.
Philippe: Here’s how I would do it. Instead na yung mga non-working class nakakuha ng ayuda, dapat yung working class. Tapos yung mga tamad o yung mga ayaw magtrabaho, yung mga naglalasing, yung mga nagsusugal. Oo. Gusto niyong ayuda, magtrabaho kayo. Do you know during the Philippines and the American war.
During that time when we were still fighting each other and then for a certain time since ang daming namatay na they decided na truce muna peace muna and sinabi ni America lalabas muna sila. Eh di Okay. Nung lumabas sila, ano naiwan? Did you know? Yung mga syempre naiwan yung mga base nila, naiwan yung military equipments nila and and their military vehicles.
Krisian: Right.
Philippe: Yung jeep nila.
Krisian: Yes
Philippe: ‘Di ba iniwan dito. So there was one Filipino who was kasi nasa junk shop na yung mga jeeps na iyun e. So apparently there’s one Filipino who had the idea I forgot what his name was. He had the idea. Gamitin kaya natin for ano to? For transportation. So yung military jeep na ganito kaliit pinhaba.
Krisian: Pinahaba. Yes.
Philippe: ‘Di ba tinaas konti. And then that’s where they use for transportation. Hence the Jeepney in the Philippines. ‘Di ba ang galing. I wish we were that innovative right now, ‘di ba.
Krisian: I think, ito na-realize ko na lang natutunan ko na lang din from watching and learning from people. People innovate most of the time because of need, because of the need of the of themselves of the society. Kasi ngayon dahil sa culture nga na consumers tayo, we just receive things na lang eh I mean we receive stuff.
Philippe: Ayuda.
Krisian: ‘Di ba?
Philippe: 4Ps, we receive.
Krisian: So we don’t think of something different na. We don’t think to innovate anything anymore, for most Filipinos. Meron pa ring iba na nagke-create pero ayaw na natin kasi comfortable naman kasi talaga, ‘di ba. Tatanggapin mo na lang eh sino ba naman ayaw tatanggap na lang.
Pero ayaw ng mag-isip ng bago thinking out of out outside the box wala na eh nawala na yun. Tapos kung meron man katulad nung ‘ ba may nag-invent ng hydro powered vehicles mga ganyan. Parang nasabi yan.
Philippe: Si ano yan eh I remembered.
Krisian: I forgot his name eh.
Philippe: Yung Corolla? Yung Corolla niya?
Krisian: Oo.
Philippe: Sayang, sayang. Although ang daming, there were a lot of rumors going around that I’m not sure if it was Germany or one of the European countries who funded his project because our government wouldn’t fund.
Krisian: Yeah.
Philippe: So he went to the, I’m not sure if it was Germany but most probably one of the European countries. So na-fund daw siya to develop that engine. And apparently hindi daw nag-push through because he couldn’t do it.
Krisian: Okay?
Philippe: I don’t know maybe it’s because of he couldn’t do it because he felt guilty na hindi nagawa hindi natin gagawin to for Pinas or he just couldn’t deliver.
Philippe: Yeah. Pwedeng ganon. But we don’t know.
Krisian: We’ll never know. Yeah.
Philippe: We’ll never know because parang a year after na-shutdown yung program niya, namatay ata ng year or two.
Krisian: Oh, really?
Philippe: He was really old already.
Krisian: Yeah. True.
Philippe: Tanda na siya. So it’s so sad na we have a lot of innovations in the past pero wala it’s not working. There’s something that I want to read. I saw a post which is very interesting. It’s about ayuda and 4Ps and all that. But it’s also, it’s about syempre the working class versus the non-working class.
Krisian: Okay.
Philippe: Okay. So I saw this post. It’s by Isabella with bunch of numbers 112993. Nakalagay in the Philippines the system often protects the poorest through programs like Pantawid Pamilyang Pilipino Program-4Ps while collecting taxes from those with stable jobs under laws like the tax reform for acceleration and inclusion train law.
But the middle class sits in between earning just enough to be disqualified from Ayuda.
Krisian: Yes, that’s true.
Philippe: Yet still struggling with rising cost of living. Too rich for assistance but not rich enough to feel secure. They carry the weight of taxes without the safety net. In times of crisis, this gap becomes clear. The Filipino middle class is not failing the system. The system is failing them.
Krisian: Yes. I totally agree.
Philippe: Grabe no?

Philippe: Not too rich for assistance but not rich enough to feel secure. That hit hard.
Krisian: Kaya doon mo masasabi na I mean yung pinag-usapan natin kanina na support ng government or the programs that the government is implementing sa Pilipinas, ano lang it’s not for everyone. Those people na talagang mahirap which is understandable but as leaders we should be thinking about the whole country and everyone in it anong class ka man, ‘di ba?
Marami akong kaibigan na ganyan na nagrereklamo about that yung sinasabi eh hindi tayo ganon kahirap eh hindi naman tayo ganon kayaman din para ma-secure eh, tapos walang support tapos may tax-tax pataas pa ng pataas ng tax, ‘di ba. I think ang nakita ko sa Singapore I mean everyone is paying tax ah yung mga lahat ng nagtatrabaho everyone’s paying tax.Pero kasi may nangyayari.
Philippe: Yeah, look at their health care, Singapore.
Krisian: ‘Di ba? I mean magastos pa rin naman. Honestly Singapore is napaka ano yan eh high cost of living, pero maayos eh. You get the support that you need, whether you are an average income earner or mayaman ka lalo na kung mahirap ka. I mean you get help. You get the help that you need. Unlike here katulad natin na average people wala eh hindi kaya.
Talagang ikaw lang, you have to help yourself.
Philippe: I have this, it’s not a crazy idea but if I were to look at the 4Ps, here’s how I would do it. Instead na yung mga non-working class yung nakakuha ng ayuda, dapat yung working class ang may ayuda. So the rule eto-tweak lang.
Krisian: Okay.
Philippe: Tweak lang natin.
Krisian: Sige.
Philippe: I said this many times before. Ang deserving na makakuha ng 4Ps is the working class. In order for you to be qualified na magkaroon ng ayuda, dapat may trabaho ka. Dapat working class ka. We will support you. O ‘di ba? Meron ka ng sahod, meron ka palang subsidy from the government. Masaya ang mga tao.
Krisian: Yes.
Philippe: Tapos ‘yung mga tamad o ‘yung mga ayaw magtrabaho. ‘Yung mga naglalasing ‘yung mga nagsusugal. Oo. Gusto ni ayuda, magtrabaho kayo. ‘Di ba?
Krisian: Gusto ko ‘yan. In a way parang ginawa ng Korea sa mga negosyante nila doon.
Philippe: Really?
Krisian: Kaya nagde-develop si Korea after nung war nila with Japan and everything. I saw this in YouTube eh. Parang history of Korea. Yung mga ginawa nila mga negosyante like Samsung, I forgot their business, I forgot the whole story but meron silang business talaga. But the government said we will support you.
We will fund your business but you have to focus on this business this type of different kind of business like steel or something like that. Pero we’ll fund you everything that you need. Yung mga licenses and everything or certifications or whatever bibigay namin sa inyo. Pero ito focus ka.
Krisian: So in a way nakatulong yun dahil na-develop yung company nila, umayos yung buhay, umayos yung bansa, parang ganun. Parang ganun din sa atin eh, yung nagtatrabaho, sige susupportan ka namin, we give you ayuda. You can use that money. I mean, you have a work, you have a job.
Then use that money to put up businesses or learn new stuff ba, new skills so you can have a better life in the future. Parang ganon.
Philippe: Yeah. And the more that your skills are better and the more meron kang ayuda, right? Multiples of ayuda. ‘Di ba?
Krisian: Kasi you’re doing something about and you’re doing something from it ba with it with the money that is given to you.
Philippe: Tama. And why should we give it to the non-working class na wala namang ginagawa? They’re spending our taxes.
Krisian: Exactly.
Philippe: ‘Di ba.
Krisian: Tapos ano lang nasa Bible pa nga yan eh. You give a man a fish, you can eat it in one day. Teach a man to fish
Philippe: And eat forever.
Krisian: And eat forever. ‘Di ba. Eh yung ginagawa ng gobyerno hindi ayuda lang sige asa na ako sa ayuda, ‘di ba. Asa na sa mga libre. But if you’re helping those who are actually working hard mas maganda. You are helping most Filipinos. Made-develop Filipinos, mga individual family, go-grow yun eh, lalaki yan.
Ganda non, ganda ng naisip mo.
Philippe: Yeah. E t-tweak lang naman yung program nila eh hindi naman kailangan ano kasi if you think about it, unfair naman, right? E yung mga working class, yung mga nagtatrabaho sa mall, sa grocery, lahat yan talagang they go through all the necessary requirements. Gumagastos pa sila para magkaroon ng work. Mag NBI sila, mag-medical sila and everything.
Okay. A lot of those yung iba nasa-subsidize ng mga manpower agencies nila but gumagastos pa din sila.
Krisian: Gumagastos sila.
Philippe: Yung pang byahe papunta doon sa work, ‘di ba yung training nila and all that, yung pagkain nila ‘di ba. And what do they get in return, ‘di ba?
Krisian: Tax na malaki.
Philippe: Tax and low salary.
Krisian: Low salary.
Philippe: Low salary kumbaga the minimum wage, ano ngayon 695.
Krisian: Oh yeah 695
Philippe: 695 galing 650, 645 whatever.
Krisian: 640.
Philippe: Hindi lang clinose ng 700, talagang binitin nila ng Php5.
Krisian: Php5 na lang eh.
Philippe: Yung php5 PH masyadong malaki daw yung halaga sabi ng gobyerno na pwede ka bumili ng isang candy. ‘Di ba. Saan na yung si ano yung sa department of of finance yung Php500 sino ba yun?
Krisian: Nakalimutan ko pangalan non.

Mclaine: He’s the only congressman na nagpush regarding to break the salary and the minimum wage.
Krisian: Yeah. He’s been talking about it a lot for a long time.
Mclaine: And nakasuhan pa siya just because, kasi he’s going against the majority.
Krisian: Yeah.
Mclaine: Pero hindi siya nagpatato. Hindi. Diretso.
Krisian: Tuloy-tuloy siya. He is talagang diretso siyang magsalita. I mean kahit even if you’re anong ginagawa mo? Parang ganun eh. Ha? Hindi mo naman alam sinasabi mo eh. That’s how he talks eh. So I like him eh. I like him.
Mclaine: Yung minention mo na ano sabi niya anong trabaho mo, magkano kinikita mo? 190? See, Hindi mo na-experience yung below average.
Krisian: Yes. So how can you say na ito ang kaya nila? Hindi man alam yun eh. You never experience. Tama. Ano nga pala siya? Nasa government na nga siya. Yun nga. Anong pangalan niya ulit? Sorry.

Philippe: Yeah. They’re the only ones. I mean the working class.
Krisian: Yun naman talaga. We are, they are the ones deserving.
Philippe: If you think about it, the working class, the business owners, the enterprises, they’re the one driving our economy.
Krisian: : Exactly.
Philippe: Right? Eh ‘di why not support them?
Krisian: Parang sa trabaho, who do we give bonuses to? I mean, corporation, mga companies.
Philippe: Performers.
Krisian: Performers, ‘di ba? Who do sa sales? Sino binibigyan mong malaking komisyons, mga bonuses? Performers, ‘di ba? Tapos dito sa atin yung mga walang ginagawa mga tambay na binibigyan ng ano, so wrong. Again yung ano lang yan e it’s like band-aid solution. Yeah, you wanna help them syempre, but you’re not teaching them how to live better, to work.
Kaya hindi ako, ito pala, hindi ako nagbibigay ng limos. Yung mga kumakatok sa sasakyan ‘di ba sa kalye. If nakita ko na yung edad mo hindi ka naman matanda, hindi ka naman bata din tapos nakakapaglakad ka ng maayos, wala kang kapansanan, nanglilimos ka hindi kita bibigyan. Hindi ako magbibigay ng ganon.
Krisian: Pero yung mga may kapansanan, bibigyan ko kasi talagang hindi nila kaya eh makapagtrabaho ng normal. Pero yung mga ganun hindi ko bibigyan, bakit, kumikita, natututo lang sila ng manlimos na lang kasi kumikita naman ako eh, ‘di ba
Philippe: Speaking about that. Within, funny I, it’s a true thing I heard because meron akong friend na meron siyang kamag-anak na not in a best situation so nakakatuwa kasi yung kwento niya yung pinsan niya daw naglilimos na daw. Dating padyak ng alam mo yung padyak dun sa mga ano yung mga nagde-deliver or yung mga nagsasakay ng mga padyak lang pasahero.
Krisian: Ano yung tawag dun?
Philippe: Pedicab drivers or whatever. So magkano usually mga ganon Php10 Php20 not familiar but around those ano. Tapos ang kwento daw ngayon naglilimos daw. Oh bakit?
Krisian: Mas malaki pa kinikita niya eh.

Philippe: Pero that’s true. It’s a true story because kilala ko yung tao yung pinsan niya.

Philippe: It’s a big scam kasi number one, ‘di ba if you don’t care about your dignity anymore you respect for tao it’s okay, you go out ‘di ba. But they’re earning bigger than you, they’re earning bigger than the minimum wage.
Okay. Si minimum wage kailangan kumain uniform bumiyahe kailangan kumain ganon tapos bawas tax, bawas government benefits daw, ‘di ba. Eh yung dun kahit walang training, walang requirements, walang ano.
Krisian: Gaganun lang, hihingi lang, magpapaawa itsura nakakaawa ganun lang.
Philippe: Pupunta ka sa kanto mag…
Krisian: Padumi ka lang, no.
Philippe: Padumi ka lang ‘di ba sa ano sa isang dumpster, paglabas mo punit-punit na, gaganon.
Krisian: Yeah, exactly. And the worst thing is yung mga yan may mga anak. So what will they teach the younger generation? Limos ka na lang, ‘wag ka ng mag-aral.
Philippe: Hence yung mga sindikato yun nag, ‘di ba. Hence sila yung mga ano sindikato ngayon.
Krisian: Kaya ayoko, hindi rin ako masyadong bibigay sa mga bata as much as possible. Minsan naawa ako, yung nanlilimos napapabigay ka. Pero ako talaga ayoko kasi definitely yung kung sino man nag yung mga magulang non naturuan lang yun eh tinuruan yung mga bata just do that, ano yun I mean walang development.
Yun yung tinuturo ko sa mga clients ko din kasi actually or sa mga kaibigan ko, mga kakilala ko. Mag-aral ka, aralin mo. Mag-aral ka ng bagay you don’t have to go to school to learn now. Actually, I mean you can learn skills from the internet ‘di ba. Yung mga ano nga yun may fix sa Facebook na lang.
Krisian: Yung prepaid phones ‘di ba merong mga mag-load ka may free internet may free YouTube ka for a few hours or a few days.
Philippe: Yes
Krisian: Learn. You can learn a lot of stuff and then matutunan mo yun,develop it talagang and then hanap ka ng trabaho kikita ka ng pera.
Philippe: That’s true.
Krisian: ‘Di ba.
Philippe: There was a joke going around but i think it’s becoming a reality. Yung mga naglilimos, pag sinabing ay wala akong barya wala akong ano, maglalabas ng QR. Wala na nga silang QR pwede Gcash, QRPH may Gcash ako. It’s happening, it’s happening. Next thing you know may terminal na sila. Pwede pa credit card.
Krisian: Nagiging sosyal. High-tech na ang mga manlilimos. Ayan. Grabe ano?
Philippe: Yeah. But that’s the reality. Nagiging high-tech din naman sila. How do I know? I don’t know if you guys seen this Facebook post, yung nag lilimos. Nakita nila they followed this person which nung parang nag magbe-break na siya. They followed tapos parang naka-zoom lang yung camera.
Krisian: Oo.
Philippe:May iPhone nagfa-Facebook.
Krisian: Wow!
Philippe: Kunyari lang. So imagine nag lilimos naka-iPhone sila. Hindi naman mamahal na iPhone. I don’t know iPhone, Samsung. But my point baka ninakaw niya pero my point is meron papahinga siya naf-Facebook.
Krisian: Yeah.
Philippe: Syempre alam nila kasi nilapitan nila kunyari naglalakad na talagang I don’t know if went in viral pero I saw this like a few weeks ago. It’s very funny. It’s very funny.
Krisian: Dito sa Pilipinas yan?
Philippe: Dito

Philippe: Dito but not in Manila in some province something like that.
Krisian: Okay
Philippe: Meron din isa yung nakita ko din yung parang naglilimos parang pilay.

Pero ginagawa nila tuturuan nila ng mga skills libre ‘yun yung parang yung fund ng bansa tuturuan nila ‘yon and then maghanap ka ng trabaho. Tinuruan ka namin, maghanap ka ng trabaho. Mas maganda yun, ‘di ba.
Philippe: Tsaka dapat gawin nila yan sa mga ano yung nakakulong din, ‘di ba?
Krisian: Oh yeah
Philippe: Kasi what are the if you think about it pag nakakulong ka parang wala you’re free ‘di ba. Nandoon ka na you have free lodging
Krisian: Totoo.
Philippe: Free lodging ‘di ba. I wouldn’t say free food meron namang pagkain pero if you want better food bibili ka talaga pero ibig sabihin wala ka na iisipin.
Krisian: Wala na. Yung iba gusto na lang makulong.

Mclaine: Especially sa US, ‘di ba.
Krisian: Oh yeah.
Philippe: Oo parang sarap makulong sa US.

Mclaine: You have your own neighbor.
Philippe: It’s true what we seen the movies in the US in these movies. Pag nakulong sila either they have one cell or they have a cell mate na dalawa lang sila they eat three times a day. They have what do you call that?
Krisian: Time for exercise.
Philippe: Yeah. 1 hour…
Mclaine: Sa field.
Philippe: Sa field, ‘di ba.
Mclaine: Pero meron silang basketball court. They have their own gym. You do whatever you want.
Krisian: Pero ang isa pang I think I don’t know kasi hindi pa naman ako buti na lang hindi pa ako napupunta sa mga kulungan dito. But meron silang specific responsibility sa kulungan like meron sa kitchen, meron nasa laundry yung talagang nagtatrabaho and they get to learn stuff kung hindi nila alam yun natututunan nila kung paano gawin.
So when they’re free, pag nakalabas na siya sa kulungan, they know they have ways or they have skills to earn money. I think yun ang meron maganda sa kanila, sa Pilipinas parang wala eh. I don’t know ah. Parang pag.
Philippe: Tayo meron, sa Cebu tinuturuan nila paano sumayaw. Nag viral tuloy tayo. At least sumikat tayo sa entertainment ‘di ba. But I don’t know what else but I think with what Cebu did they showed that they could discipline these guys.
Krisian: Yes. Yeah. Yun ang maganda.
Philippe: I’m sure they have other programs. Maybe they have, maybe, what do you call that? That life programs yung mga
Krisian: Livelihood program.
Philippe: Livelihood programs. They do things for whatever diba or create a product diba. I think that they have to be in production because I think people who get apart from the murderers and rapist and all that but people who are imprison for simple act of crime.
Krisian: Like stealing.
Philippe: Stealing because wala silang makain or like other stuff like the basic ones na fraud or whatever usually ginagawa nila yun kasi they’re not happy with their lives.
Krisian: Yeah. Desperate.
Philippe: Exactly. So, and a lot of the times they steal, they actually stealing is a big part because either walang makain, walang pambili ng gamot or talagang they really need it.
Krisian: Yeah.
Philippe: And what if you give them that opportunity to Oh, we have to create something, manufacture a product in prison, you know, or they could just manufacture a part of the product. So, for example, yung I don’t know parang packaging, aayos sila ng packaging diba. May pera sila, diba. They have a livelihood. I think they do. They do.
Krisian: Meron naman siguro I think I feel naman meron.
Philippe: Yeah, I think they do naman but it’s not as advertised because nobody wants to support prisoners. Nobody wants to I mean irereklamo pa rin ba’t sila bibigyan mo sila ng ano livelihood eh yung mga tao sa labas hindi. O ‘di ba? Hindi tama. Hindi sapat yung ayuda dapat.
Krisian: Pero very ironic na pag ang pulitiko ang nakulong.
Philippe: Oo.
Krisian: Oy, ang saya ng buhay.
Philippe: Wow.
Krisian: Parang hotel ‘di ba?
Philippe: Oh diba hindi lang 5 star, 6 star.
Krisian: Oo.
Philippe: Pwede lumabas pa. Fresh air lang. Mag-fresh air lang ako sa Switzerland babalik naman ako.

Philippe: Our educational system is broken. It’s outdated. It’s broken. We’re overspending for it. And if I get hated for this, that’s fine. It’s true. We are manufactured. We are trained from the manufactured. But it’s true. We are manufactured by what? By being brainwashed to become employees.

Philippe: I am not against employees. I am for employees. But there are levels. There are performers and there are employees. Some most people are happy being an employee.

Philippe: Usually, but when there’s a villain, it’s a superhero movie. When there’s a villain, why is it always the villain who has the nicest cars? Has the nicest girls, who has the nicest weapons? Philippe: Illegal. But look at them. They invested in the best equipments and everything. Honestly, if you’re going to ask me if our politicians were that corrupt, but they tend to improve our way of living, I’m okay with them being corrupt.

Philippe: We get to experience the lavish life that they could provide us. to make us happy enough. And then yung income o sabihin natin hindi masyadong mataas income pero yung mga bili mababa. Parang feeling mo ay yung 10,000 ang dami kong mabibili. Masaya na ako dito. And then you’re secured. You have everything. I’m fine.

Philippe: There’s this one specific I’m not gonna mention any politician’s name but there’s this one area within Metro Manila. It’s in somewhere in the industrial area up north.
Krisian: Parang nagiging specific na ng konti.
Philippe: Alam namin na that that city is quite corrupt. Ah lalo iyung mga basta some of the departments there and lalo yung isang nakaupo doon. We know that he’s corrupt. We know he gets ano but he’s improving the area. He build a new city hall na parang wow, when you go to City Hall, meron kang Starbucks, meron kang banko, meron kang McDo

Philippe: People are supporting him. People, at least he gave us a nice place to hang out. My city, city hall is within rich by parking and everything. So sabi ko why not? Okay sa akin. Get my take my money. You gave us a good experience.
